A Senate committee has passed 40 amendments to the Trudeau government’s federal cannabis bill, including one that would allow provinces and territories to ban home-grown marijuana. Under Bill C-45, individuals will be allowed to grow up to five plants in a single dwelling. But Quebec and Manitoba have decided to ban home cultivation, setting up future legal challenges in which Justice Minister Jody Wilson-Raybould has said the federal legislation would prevail. The amended version of the bill now goes back to the Senate as a whole for further voting.
