Ottawa is extending the wage subsidy program until December, but Prime Minister Justin Trudeau isn’t saying how the government will reshape the eligibility rules that critics claim stop some employers from getting the aid they need.

Finance Minister Bill Morneau has been gathering input from businesses, labour groups, and others about how to re-shape the program.
