Premier John Horgan’s New Democrats are set to unveil their first financial plan for the province on Monday. Finance Minister Carole James will present a budget update in the Legislature this afternoon, and says the blueprint will outline commitments that were made on the campaign trail last spring. Some of those promises were reiterated in the throne speech last Friday, including a boost in education funding, increases to welfare and disability rates, and the elimination of tolls for two bridges in the Lower Mainland. Public accounts figures released last month indicate the province finished the past fiscal year with a 2.7-billion dollar surplus.
